Meet the Government Affairs Team


Amber Sprengard, Vice President of Governmental Affairs - Health Carousel

As Vice President of Government Affairs, Amber is focused on the continued regulatory challenges and opportunities that Health Carousel faces, especially in dealing with federal legislation and administration oversight that effects the business each day. She manages the relationships with international governments and regulators of international healthcare staffing agencies and communicates Health Carousel's ethical, honest, socially responsible work in all our business relationships. Additionally, she represents Health Carousel's interest on several industry associations including the AAIHR, NALTO, and CGFNS and played a key role in Health Carousel's approval as a Certified Ethical Recruiter with CFGNS. Prior to joining Health Carousel, she spent 11 years as  Vice President of Municipal Investment Banking for RBC Capital Markets.



Cristina Duncan, Executive Vice President of Clinical Operations - Travel Nurses Inc

Cristina Duncan, BSN, RN is an RN with over 30 years of experience. She began her nursing career in Memphis, TN as a Trauma ICU RN. She eventually decided she wanted to live the life of a travel nurse and spent many years as a PICU RN traveler. She later returned to Memphis to serve as the Transplant Coordinator in Transplant ICU at Methodist University Hospital from 2009 until 2012. Although she was sad to leave her daily nursing career, in 2012, she was joined the OR Nurses Nationwide/Travel Nurses, Inc. team serving the healthcare community in a different way. Throughout her time at OR Nurses Nationwide/Travel Nurses, Inc., she performed in a variety of roles, and now serves as the EVP of Operations & Clinical Services, providing clinical support, and operational, quality, and recruitment oversight to the corporate team. In addition to serving on the NATHO Government and Regulatory Affairs Committee, she is a proud member of the American Staffing Association and Staffing Industry Analysts.



Donita Ross, MSN, RN, NE-BC, CGNC Associate Chief Nurse Officer - Health Carousel International

CEC Vice-Chair


Donita is a former nurse leader of perioperative, medical surgical, and oncology services for a 320-bed acute care facility in Cincinnati, OH. She has given conference presentations on leadership and best practices in the gastroenterology/perioperative setting as well as regional, national and international conference presentations on the nursing shortage and international workforce solution. Donita developed and led several multi-state educational conferences and specialty certification review courses. She has also administrated educational scholarship programs to support advanced educational opportunities and certification in nursing along with multiple evidence-based practice policies focused on safety and improved patient outcomes. Donita is also the recipient of the Mount Saint Joseph University Distinguished Leadership Award and the Cincinnati Business Courier’s Health Care Hero Award.



Earl Dalton, MHA, MSL, RN, NEA-BC - Health Carousel

NATHO Director


Earl currently sits as chair of the Clinical Executive committee for the National Association of Travel Healthcare Organizations (NATHO) and membership in the Joint Commission’s Staffing advisory council and technical council. In 2018 Earl keynoted the Philippines Nurse Association’s Annual conference and events in South Korea and UAE. Dalton recently was a contributing author on “Building a Culture of Safety: A National Nursing Licensure Model” published in Beckers 2021. Dalton was published in Customer Care News for innovation in customer experience in 2015 and won the Mount St Joseph Distinguished Nurse Administrator award for Cincinnati.



James Hauser, Director of Government Affairs - Aya Healthcare

James Hauser is the Director of Government Affairs for Aya Healthcare, a travel nurse and workforce solutions provider. James is the first government affairs role for the company and looks forward to building coalitions with health care providers and advocacy groups. James has been involved with many successful local and statewide elections in California and around the country. He most recently served as the Chief of Staff to a City councilman in  San Diego and has worked for elected officials in both the State of California and Congress.



Jenna Berg, Vice President and General Counsel - Fusion Medical Staffing, LLC

Jenna Berg currently serves as Vice President and General Counsel of Fusion Medical Staffing. She has been with Fusion for about year and is learning more each day about both the company and the medical staffing industry. At Fusion, Jenna is responsible for companywide legal and risk strategy as well as protecting Fusion’s people and brand. Prior to coming to Fusion, she served as in house counsel for a global franchisor of a network that provided in home care to seniors.




Joel Kozisek, Director of Operations - Atlas MedStaff

Joel started with Atlas MedStaff in 2016 as a nurse recruiter and traveler advocate. In 2019 he joined the leadership team, helping with employee development and process improvement amongst the recruitment and client teams. In 2022 Joel took the position of Director of Operations and now oversees the recruitment, client, and compliance teams. Atlas joined NATHO in 2022



Liz Rollefson, Deputy General Counsel - Fusion Medical Staffing, LLC

Liz Rollefson is Deputy General Counsel for Fusion Medical Staffing where she is responsible for overseeing Fusion’s legal affairs. As part of her role at Fusion, Liz has helped create and grow the legal division of the company, focusing on protecting Fusion and its people through risk mitigation, litigation management, compliance, and regulatory affairs. Prior to Fusion, Liz worked in-house at a global franchise company where she focused on franchise agreement enforcement for the network of in-home senior care franchises. Outside of work, she enjoys spending time with her family, where they like to get outdoors as much as possible on nature walks, at their local zoo, and at sporting events.


Rebecca Bovinet, Corporate Counsel - MedPro Healthcare

Rebecca is Corporate Counsel for MedPro Healthcare Staffing where she advises on all staffing-related matters including, but not limited to, providing updates on impactful legislation. She is also in charge of Joint Commission and ensuring ongoing compliance.   



Rhiannon Goertz, Senior Director of Regulatory Operations - OR Nurses Nationwide

Rhiannon Goertz, CHP graduated from East Carolina University in 2008 with a Bachelor of Science in Apparel Merchandising. She relocated to Tennessee after graduation and spent two years in retail before switching careers completely to healthcare staffing. She joined OR Nurses Nationwide/Travel Nurses, Inc. in 2016 as the Operations Support Specialist and has since expanded her role to manage the company’s internal regulatory operations strategies, policies, and practices as the Senior Director of Regulatory Operations. She prides herself in her goal to promote and support standards within the healthcare staffing industry. In addition to serving on the NATHO Government and Regulatory Affairs Committee, she is a proud member of the American Staffing Association and Staffing Industry Analysts.
